The House of Representatives Committee on Finance on Wednesday
queried the Accountant General of the Federation and the Ministry of Finance, over the non-remittances of 60 revenue
generating agencies to the Federation Account.
The Budget Office and the Office was also queried.
The committee had
earlier alleged that they colluded with the agencies to hide how much
was realised in 2012 and the percentage remitted to the Federation
Account.
Section 162(1) of the 1999 Constitution, mandates all revenue-earning
agencies of government to pay in some percentages of the money they
generate to the Federation Account.
Rep. Abdulmumin Jibrin (PDP-Kano), the Chairman of the committee,
gave the query at a meeting he held with the Accountant-General of the
federation, Jonah Otunla.
Dr Brigth Okongwu of the Buget Office and the Fiscal Responsibility Commission was also at the meeting.
He said that the committee was yet to get information on the actual
receipts of oil and non-oil revenue from the agencies for 2009 to date.
Jibrin also said that the committee had not been given documents on
the 2013 Revenue Framework from the Fiscal Responsibility Commission and
the Ministry of Finance as well as the revenue projections for 2013 to
2016.
He stressed that the committee needed the documents in advance to enable it study them before the meeting.
The lawmaker expressed regrets that the ministry and other government agencies were frustrating the work of the committee.
Jibrin said that no fewer than 15 big revenue-generating agencies
refused to appear before the committee to explain their revenue
profiles.
Responding, Otunla insisted that the staff of his office had earlier
submitted documents on revenue-generating agencies to the secretariat of
the committee.
The meeting which was, however, postponed due to the non-submission
of vital documents by the agencies, is expected to continue on
Thursday.
